เครือรัฐเอกราช | CIS • Commonwealth of Independent States (since 1991)

เครือรัฐเอกราช
English: Commonwealth of Independent States (CIS)
Russian: Содружество Независимых Государств (СНГ)
Sodruzhestvo Nezavisimykh Gosudarstv (SNG)

Establishment 21 December 1991
CST 15 May 1992

The organization was founded on 8 December 1991 by the Republic of Belarus, the Russian Federation, and Ukraine, when the leaders of the three countries met in the Belovezhskaya Pushcha Natural Reserve, about 50 km (30 miles) north of Brest in Belarus and signed a Creation Agreement (Russian: Соглашение, Soglasheniye) on the dissolution of the Soviet Union and the creation of CIS as a successor entity to the USSR. At the same time they announced that the new alliance would be open to all republics of the former Soviet Union, as well as other nations sharing the same goals. The CIS charter stated that all the members were sovereign and independent nations and thereby effectively abolished the Soviet Union.

On 21 December 1991, the leaders of eight additional Soviet Republics – Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, and Uzbekistan – signed the Alma-Ata Protocol and joined the CIS, thus bringing the number of participating countries to 11. Georgia joined two years later, in December 1993. As of that time, 12 of the 15 former Soviet Republics participated in the CIS. Three former Soviet Republics, the Baltic states of Estonia, Latvia, and Lithuania, chose not to join.

In March 2007, Igor Ivanov, the secretary of the Russian Security Council, expressed his doubts concerning the usefulness of CIS, emphasizing that the Eurasian Economic Community was becoming a more competent organization to unify the biggest countries of the CIS. In May 2009 the six countries Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine joined the Eastern Partnership, a project which was initiated by the European Union (EU).

Currently, Thailand and Lao PDR enjoy a smooth and close relationship which is based on respect for each other and mutual interest. The official logo for the 90th anniversary year for the diplomatic relations between Finland and Japan is now finalized. This logo was designed by a young Finnish designer, Camilla Groth who has some experience of working with Japanese companies. She comments on this logo "Being Finnish myself I hope that I have been able to create something that is easily perceived also for Japanese people and that it may convey the overlapping feelings of the two nations.”

As she mentions, many elements of the Finnish and Japanese flags can be found in this logo such as red rising sun and the blue color of the Finnish flag in order to highlight the friendship between two nations. In addition, vertical blue stroke line reminds people of the Japanese calligraphy and the red rising sun which is slightly fading out to the outer rim gives vivid feelings. White color which is common for both flags is used for the number 9 and this 9 and the red rising sun compose of the anniversary number 90 together.

2005 commemorates 50 years since the Philippines and Germany signed the first formal legal instrument between the two countries, the Protocol on Trade Relations between the Philippines and the Federal Republic of Germany which was signed on 25 April 1955. UNFCCC — United Nations Framework Convention on Climate Change

The United Nations Framework Convention on Climate Change (UNFCCC or FCCC) is an international environmental treaty produced at the United Nations Conference on Environment and Development (UNCED), informally known as the Earth Summit, held in Rio de Janeiro from June 3 to 14, 1992. 1 On June 12, 1992, 154 nations signed the UNFCCC, that upon ratification committed signatories' governments to a voluntary "non-binding aim" to reduce atmospheric concentrations of greenhouse gases with the goal of "preventing dangerous anthropogenic interference with Earth's climate system."

Since the UNFCCC entered into force, the parties have been meeting annually in Conferences of the Parties (COP) to assess progress in dealing with climate change, and beginning in the mid-1990s, to negotiate the Kyoto Protocol to establish legally binding obligations for developed countries to reduce their greenhouse gas emissions. From 2005 the Conferences have met in conjunction with Meetings of Parties of the Kyoto Protocol (MOP), and parties to the Convention that are not parties to the Protocol can participate in Protocol-related meetings as observers.
