วันงดสูบบุหรี่โลก 2011: “พิทักษ์สิทธิตามหมาย มุ่งสู่สังคมไทยปลอดบุหรี่ - The WHO Framework Convention on Tobacco Control (WHO FCTC)”


จากการเปิดเผยของ นางสาวธีรนันท์ มั่นคง นักวิชาการสาธารณสุขชำนาญการ กลุ่มพัฒนาภาคีเครือข่าย กล่าวว่าเริ่มตั้งแต่ปี ค.ศ. 1988 (พ.ศ.2531) เป็นต้นมา องค์การอนามัยโลก เห็นถึงอันตรายของบุหรี่และสุขภาพของผู้สูบบุหรี่ รวมถึงผู้ที่ไม่สูบแต่ต้องมารับควันบุหรี่ด้วย ดังนั้นจึงกำหนดให้วันที่ 31 พฤษภาคม ของทุกปี เป็นวัน “งดสูบบุหรี่โลก” หรือชื่อในภาษาอังกฤษว่า World No Tobacco Day เพื่อกระตุ้นให้ผู้ที่สูบบุหรี่อยู่เลิกสูบ และให้รัฐบาล ชุมชน และประชากรโลกได้ตระหนักถึงความสำคัญเพื่อเข้าร่วมกิจกรรม

ในปี พ.ศ. 2554 นี้ คำขวัญรณรงค์วันงดสูบบุหรี่โลก คือ “พิทักษ์สิทธิตามหมาย มุ่งสู่สังคมไทยปลอดบุหรี่” ภาษาอังกฤษว่า The WHO Framework Convention on Tobacco Control (WHO FCTC) องค์การอนามัยโลกได้กำหนดให้มีการจัดงานและกิจกรรม เพื่อกระตุ้นให้ภาครัฐบาล ชุมชน และประชากรโลก รวมถึงผู้สูบบุหรี่ได้ตระหนักถึงพิษภัยและผลกระทบจากควันบุหรี่ ที่จะเกิดขึ้น หากไม่เร่ง ลด ละ เลิก การสูบบุหรี่ โดยมุ่งหมายให้รัฐบาลทั่วโลกและประชากรโลกจำนวนมหาศาลสนับสนุนให้โลกของเราปลอดบุหรี่ การสนับสนุนคำขวัญ FCTC ดังกล่าวนอกจากการเป็นภาคีสมาชิกแล้ว ควรปฏิบัติตามกรอบพันธกรณีที่มีต่ออนุสัญญาด้วยการพัฒนากฎหมายควบคุมยาสูบ เพื่อให้ประชาชนทุกคนมีบทบาทในการสนับสนุนรัฐบาลในประเทศของตนปฏิบัติตามพันธกรณีที่มีต่ออนุสัญญา

ทบวงการพลังงานปรมาณูระหว่างประเทศ • International Atomic Energy Agency: IAEA




ทบวงการพลังงานปรมาณูระหว่างประเทศ (International Atomic Energy Agency: IAEA) ริเริ่มให้จัดตั้งขึ้นเมื่อปี ค.ศ. 1955 โดยประเทศสมาชิกขององค์การสหประชาชาติร่วมใจกันสนับสนุน ตามแผนการปรมาณูเพื่อสันติของประธานาธิบดีไอเซนฮาวร์
ทบวงการฯ ได้รับการรับรองและเห็นชอบเกี่ยวกับธรรมนูญของทบวงการฯ ในที่ประชุมสหประชาชาติ ณ สำนักงานใหญ่ เมื่อวันที่26 ตุลาคม ค.ศ. 1956 และจัดตั้งทบวงการฯ ขึ้นเมื่อวันที่ 29 กรกฎาคม ค.ศ. 1957 มีสำนักงานอยู่ที่ กรุงเวียนนา ประเทศออสเตรีย
แผนการปรมาณูเพื่อสันติ เสนอแนะให้ตั้งขึ้นอยู่ภายใต้ความอุปถัมภ์ขององค์การสหประชาชาติ จุดประสงค์หลัก คือ เพื่อเป็นการลดวัสดุแปรธาตุได้ (Fissionable Materials) ของแต่ละประเทศ โดยการบริจาคจากคลังสะสมของแต่ละประเทศรวมเป็นกองทุนให้ประเทศสมาชิกของทบวงการฯ ได้มีโอกาสแบ่งปันไปใช้เพื่อประโยชน์ในทางสันติทั่วโลก

- Half of the world’s 6000 to 7000 languages are in danger of extinction.

- International Mother Language Day, celebrated annually on February 21, aims to promote the recognition and practice of the world’s mother tongues, particularly minority ones.

- UNESCO member states are helping to protect and revitalize our rich cultural diversity by promoting languages as a means of communication, interaction and understanding among different peoples.

- This year, UNESCO Headquarters plays host to a unique exhibition of children’s exercise books from around the world illustrating the process by which children learn and master the use of written literacy skills in the classroom.

- The Organization will continue to promote multilingualism through its educational and cultural programmes to protect the world’s oral and intangible heritage.

2008 — Amphibian Ark • Year of the Frog




Amphibian Ark, a global conservation organization created to raise awareness and rally fundraising to protect endangered amphibian species, announced last week the commencement of its 5 for Frogs campaign. 5 for Frogs is a grassroots crusade with the goal of raising $500,000 to save five endangered species in five months.

2011 • International Year of Forests (IYF2011 - Forests 2011)



With the theme of “Forests for People”, 2011 is designated International Year of Forests and will celebrate the central role of people in our world’s forests.



The International Year of Forests 2011 (Forests 2011) logo is designed to convey the theme of “Forests for People” celebrating the central role of people in the sustainable management, conservation and sustainable development of our world’s forests. The iconographic elements in the design depict some of the multiple values of forests and the need for a 360‐degree perspective: forests provide shelter to people and habitat to biodiversity; are a source of food, medicine and clean water; and play a vital role in maintaining a stable global climate and environment. All of these elements taken together reinforce the message that forests are vital to the survival and well being of people everywhere, all 7 billion of us.


The logo was originally made available in all 6 UN official languages, and has since been translated into over 40 local languages including Armenian, Bulgarian, Catalan, Croatian, Czech, Dutch, Estonian, Finnish, German, Greek, Icelandic, Italian, Japanese, Korean, Kyrgyz, Latvian, Polish, Portuguese, Slovakian, Slovenian, Swedish, Swahili Swedish, and Turkish. UNFCCC — United Nations Framework Convention on Climate Change


The United Nations Framework Convention on Climate Change (UNFCCC or FCCC) is an international environmental treaty produced at the United Nations Conference on Environment and Development (UNCED), informally known as the Earth Summit, held in Rio de Janeiro from June 3 to 14, 1992. 1 On June 12, 1992, 154 nations signed the UNFCCC, that upon ratification committed signatories' governments to a voluntary "non-binding aim" to reduce atmospheric concentrations of greenhouse gases with the goal of "preventing dangerous anthropogenic interference with Earth's climate system."

Since the UNFCCC entered into force, the parties have been meeting annually in Conferences of the Parties (COP) to assess progress in dealing with climate change, and beginning in the mid-1990s, to negotiate the Kyoto Protocol to establish legally binding obligations for developed countries to reduce their greenhouse gas emissions. From 2005 the Conferences have met in conjunction with Meetings of Parties of the Kyoto Protocol (MOP), and parties to the Convention that are not parties to the Protocol can participate in Protocol-related meetings as observers.

ICOMOS Thailand — อิโคโมสไทย


สภาการโบราณสถานระหว่างประเทศ (International Council on Monuments and Sites หรือ ICOMOS) คือองค์กรวิชาชีพทางมรดกทางวัฒนธรรมในระดับสากล ซึ่งมีเป้าหมายการทำงาน เพื่อการอนุรักษ์ และปกป้องคุ้มครองโบราณสถานในลักษณะขององค์กรอิสระNGO ที่จะมีหน้าที่เป็นที่ปรึกษาอย่างเป็นทางการของ UNESCO โดยเฉพาะอย่างยิ่งสำหรับคณะกรรมการมรดกโลก ก่อตั้งขึ้นในปี ค.ศ. 1965 ณ กรุงวอร์ซอว์ ประเทศ โปแลนด์ 1 ปี หลังจากการประกาศกฎบัตรเพื่อการอนุรักษ์และบูรณะโบราณสถาน "เวนิชชาร์เตอร์" ปัจจุบันมี สำนักงานของฝ่ายเลขานุการอยู่ที่ปารีส ประเทศฝรั่งเศส




ICOMOS มีบทบาทหน้าที่ ดังนี้
  • เป็นเวทีในระดับระหว่างประเทศในการเจรจาแลกเปลี่ยนความคิดเห็นทางด้านการอนุรักษ์มรดกทางวัฒนธรรม ผ่านทางเว็บไซต์ จดหมายข่าว วารสารวิชาการ และการจัดการประชุม สัมมนาต่างๆ รวมทั้งการประชุมสามัญ ซึ่งจัดขึ้นทุกๆ 3 ปี
  • เป็นเครือข่ายของบุคลากรผู้ปฏิบัติงานเกี่ยวข้องกับมรดกทางวัฒนธรรม ด้วยการรวมกลุ่มของคณะกรรมการ โบราณสถานระดับชาติ (National Committee) ของประเทศสมาชิกชาติต่างๆมากกว่า 110 ประเทศ ที่จะได้มีการแลกเปลี่ยนแบ่งปันผู้เชี่ยวชาญ และประสบการณ์ซึ่งกันและกันโดยตรง หรือจากการรวมกลุ่ม เฉพาะทางในรูปของคณะกรรมการระหว่างประเทศ (International Scientific Committee)
  • ให้การช่วยเหลือในการแก้ปัญหา หรือสนับสนุนโครงการในการอนุรักษ์มรดกทางวัฒนธรรมขององค์กรต่างๆ ทั้งในระดับชาติ และระดับระหว่างประเทศ
  • ให้คำแนะนำ และเป็นผู้กำหนดข้อตกลงระดับระหว่างประเทศ กฎบัตร และแนวทางปฏิบัติต่างๆ เพื่อการปฏิบัติ ทางด้านการอนุรักษ์มรดกทางวัฒนธรรมในแนวทางที่ดีที่สุด

ทั้งนี้ คณะกรรมการโบราณสถานแห่งชาติว่าด้วยสภาการโบราณสถานระหว่างประเทศ (ICOMOS) หรือที่เรียกว่า "ICOMOS Thailand" ได้แก่ คณะกรรมการระดับชาติ (National Committee) คณะกรรมการหนึ่งของ ICOMOS ในฐานะตัวแทนของประเทศไทยนั่นเอง โดยประธานคณะกรรมการฯของแต่ละชาติยังมีฐานะเป็นกรรมการ ของคณะกรรมการที่ปรึกษาของ ICOMOS (Advisory Committee) ซึ่งสามารถลงสมัครรับเลือกตั้งเป็นประธาน คณะกรรมการชุดนี้ได้อีกด้วย

คณะกรรมการโบราณสถานแห่งชาติว่าด้วยสภาการโบราณสถานระหว่างประเทศ (ICOMOS) มีประวัติการก่อตั้งเป็นครั้งแรก เมื่อวันที่ 2 เมษายน พ.ศ. 2528 ตามมติคณะรัฐมนตรี ซึ่งเห็นชอบและอนุมัติให้แต่งตั้ง คณะกรรมการโบราณสถานแห่งชาติ สำหรับสภาระหว่างชาติว่าด้วยโบราณสถาน และแหล่งโบราณคดี (Thailand National committee for ICOMOS) มีจำนวนกรรมการทั้งสิ้น 25 ท่าน โดยมีรัฐมนตรีว่าการกระทรวงศึกษาธิการเป็นประธานกรรมการ และอธิบดีกรมศิลปากร เป็นกรรมการและเลขานุการ ต่อมาในเดือนกุมภาพันธ์ พ.ศ.2532 นายนิคม มูสิกะคามะ ผู้อำนวยการกองโบราณคดี ในขณะนั้น ได้เสนอขอความเห็นชอบ ให้ตั้ง"คณะกรรมการโบราณสถานแห่งชาติ สำหรับสภาการโบราณสถาน และโบราณคดีระหว่างประเทศ (ICOMOS)" ขึ้นใหม่เพื่อความคล่องตัวในการดำเนินงาน และประสานงานกับ ICOMOS โดยลดจำนวนกรรมการเหลือ 12 ท่าน โดยมีปลัดกระทรวงศึกษาธิการ เป็นประธาน และผู้อำนวยการกองโบราณคดี เป็นกรรมการและเลขานุการ




อย่างไรก็ดีในทางปฏิบัติ การดำเนินการของคณะกรรมการฯ ก็ยังคงไม่มีความคล่องตัวเท่าที่ควร จึงได้มีการปรับคณะกรรมการอีกครั้งในเดือนตุลาคม พ.ศ.2542 โดยคำสั่งกระทรวงศึกษาธิการ ที่ ศก.841/2542 เรื่องแต่งตั้ง คณะกรรมการโบราณสถานแห่งชาติว่าด้วยสภาการโบราณสถานระหว่างประเทศ (ICOMOS) โดยคงจำนวนกรรมการที่ 12 ท่าน มีนายสุวิชญ์ รัศมิภูติ เป็นประธานกรรมการ และผู้อำนวยการกองโบราณคดีและพิพิธภัณฑสถานแห่งชาติเป็นกรรมการและเลขานุการ และล่าสุดได้แก่การปรับปรุงคณะกรรมการฯ เพื่อให้สอดคล้องกับการปรับโครงสร้างระบบราชการ และเพิ่มเติมคณะกรรมการให้ครอบคลุมถึงสายวิชาชีพต่างๆที่เกี่ยวข้องให้มากขึ้น ในครั้งนี้ประกอบด้วย คณะกรรมการ และเหรัญญิก 21 ท่าน โดยมีนายสุวิชญ์ รัศมิภูติ และปลัดกระทรวงวัฒนธรรม เป็นที่ปรึกษา อธิบดีกรมศิลปากรเป็นประธานกรรมการ และผู้อำนวยการสำนักโบราณคดี เป็นกรรมการและเลขานุการ ตามมติที่ประชุมของคณะกรรมการฯ ตังแต่วันที่ 26 พฤษภาคม พ.ศ.2546

กิจกรรมในช่วงเวลาที่ผ่านมา ได้แก่การประกาศระเบียบกรมศิลปากรว่าด้วยการอนุรักษ์โบราณสถานตั้งแต่ปีพ.ศ. 2528 ตามแนวทางของกฎบัตรเวนิช การเดินทางไปเข้าร่วมประชุมในการประชุมสามัญของICOMOS และการประชุมทางวิชาการของคณะกรรมการวิชาการระหว่างประเทศของ ICOMOS ซึ่งกรรมการบางท่านเป็นสมาชิก เช่น คณะกรรมการว่าด้วยสถาปัตยกรรมพื้นถิ่น (CIAV) การเดินทางไปให้คำแนะนำในฐานะผู้เชี่ยวชาญในการประเมินแหล่งมรดกโลก การจัดการประชุมวิชาการ และการประชุมของคณะกรรมการวิชาการระหว่างประเทศ เช่นการประชุมเรื่อง สถาปัตยกรรมพื้นถิ่นในปี 2540 ซึ่งสรุปผลจากการประชุมได้นำไปประกาศเป็นกฎบัตรว่าด้วยมรดกสิ่งก่อสร้างพื้น ถิ่น รับรองในที่ประชุมสามัญครั้งที่ 12 ณ ประเทศเม็กซิโก นอกจากนี้ ยังมีการให้ความร่วมมือเกี่ยวกับข้อมูลทางวิชาการต่างๆ ซึ่งมีการติดต่อกับฝ่ายเลขานุการของ ICOMOS ทางอินเตอร์เน็ต มาโดยตลอด และยังเคยมีการจัดประกวดแบบแนวความคิดเอกลัษณ์สถาปัตยกรรมท้องถิ่น ในปีพ.ศ. 2542 อีกด้วย อย่างไรก็ตาม การดำเนินงานของคณะกรรมการยังคงมีความจำเป็น ต้องมีการปรับปรุง พัฒนา และเผยแพร่ให้กว้างขึ้นต่อไป
