2010 — Local Museums Festival 'Neo Siam' | เทศกาลพิพิธภัณฑ์ท้องถิ่น 'สยามใหม่'

เทศกาลพิพิธภัณฑ์ท้องถิ่น ครั้งที่ 2

วัตถุประสงค์
พุทธศักราช 2553 เป็นปีครบรอบหนึ่งศตวรรษแห่งการสวรรคตของพระบาทสมเด็จพระจุลจอมเกล้าเจ้า อยู่หัว หลังจากที่ทรงครองราชย์ระหว่าง พ.ศ. 2411-2453 ช่วงเวลาสี่สิบกว่าปีในรัชสมัยของพระองค์ท่าน เป็นเวลาที่สยามก้าวเข้าสู่ศักราชใหม่ เกิดความเปลี่ยนแปลงสำคัญยิ่งหลายด้าน จนนักวิชาการหลายคนถือว่าการเปลี่ยนแปลงครั้งนั้นถือเป็นการเข้าสู่สังคม สมัยใหม่ พร้อมเรียกขานกันอย่างไม่เป็นทางการว่าเป็นยุค “สยามใหม่” งานเทศกาลจึงเป็นการร่วมเฉลิมฉลองรัชสมัยอันยิ่งใหญ่ในประวัติศาสตร์ไทย

ภาพของสยามใหม่ ในความรับรู้ทั่วไป มักจะเป็นภาพของการเปลี่ยนแปลงทางโครงสร้างใหญ่ๆ ซึ่งเกิดขึ้นจากศูนย์กลาง และกระจายออกไปในภูมิภาค เช่น การปฏิรูประบบราชการ การเกิดกระทรวงทบวงกรม การสื่อสารและคมนาคม การศึกษา การผลิตเพื่อการค้า การนำเข้าสินค้าและความทันสมัยจากต่างประเทศ รูปแบบศิลปกรรมและสถาปัตยกรรมแบบตะวันตก ฯลฯ

สิ่งที่เรามักจะยังมองไม่เห็น คือภาพของความเปลี่ยนแปลงในชีวิตประจำวันของผู้คนที่เป็นไพร่ฟ้าข้าแผ่นดิน ในชุมชนท้องถิ่นต่างๆ ซึ่งมีประวัติศาสตร์ เรื่องราว ความจำ หลากหลายกันออกไปในแต่ละท้องที่ พิพิธภัณฑ์ท้องถิ่นสามารถช่วยให้เราย้อนรำลึกถึงเหตุการณ์ เรื่องราว ที่เกิดขึ้นท้องถิ่นในยุคร้อยกว่าปีมาแล้วได้เป็นอย่างดี โดยอาศัยวัตถุสิ่งของต่างๆที่เก็บรวบรวมไว้ รวมทั้งเรื่องเล่าของคนในท้องถิ่นที่สืบทอดกันมา เนื้อหาของท้องถิ่นจะช่วยเติมเต็มภาพความเปลี่ยนแปลงให้มีสีสัน มีชีวิตชีวา มีเรื่องราวของคนเล็กคนน้อยควบคู่ไปกับความเปลี่ยนแปลงใหญ่ๆของประเทศ และเป็นการจุดประกายความสนใจให้เกิดการค้นคว้าวิจัยต่อไป

Local Museum Festival 2008

The Local Museum Festival aims to create a forum for knowledge-sharing and capacity building among museum operators and to promote awareness of Thailand’s diverse local museums among the general public. Representatives from 75 local museums nationwide present their stories and display precious objects and local artifacts from community-based and private collections.

During the three-day festival, local museum operators, museologists and museum curators will have the opportunity to share their experiences on museum practices and building cultural networks. The program discussion is organized into four themes as follows:
1) Learning from International Experiences of Local Museums,
2) Capacity building for Small to Medium-sized Museums
3) Local Museums and Networking, and
4) Local Knowledge in Museums: a Comparative Perspective

Within each theme, presentations will be given by a range of actors – curators, museum keepers, scholars, cultural workers-- in the Thai and international museum world.

ในปี พ.ศ. ๒๕๓๒ มหาวิทยาลัยศิลปากรได้เริ่มโครงการ จัดตั้งศูนย์มานุษยวิทยาสิรินธร เพื่อ เฉลิมพระเกียรติสมเด็จ- พระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เนื่องในวโรกาส ที่ทรงเจริญพระชนมพรรษา ๓ รอบ ในปี พ.ศ. ๒๕๓๔ ด้วยพิจารณาเห็นว่าสาขาวิชา มานุษยวิทยาและศาสตร์อื่นๆ ที่เกี่ยวข้อง อาทิ ประวัติศาสตร์ ภาษาศาสตร์ โบราณคดี ประวัติศาสตร์ศิลปะ ฯลฯ ล้วนเป็นที่ทรงสนพระทัยและทรงมี ความเชี่ยวชาญ อีกทั้งยังเคยทรงมี พระราชปรารภว่า ประเทศไทยควรจะมี ศูนย์ข้อมูลทางด้านนี้ เพื่อให้บริการแก่นักวิชาการและผู้สนใจทั่วไป

โครงการจัดตั้งศูนย์มานุษยวิทยาสิรินธรได้รับอนุมัติจากรัฐบาล โดยออกพระราชกฤษฎีกาจัดตั้งให้เป็น หน่วยงานราชการในสังกัดมหาวิทยาลัย ศิลปากร มีสถานภาพเทียบเท่าคณะวิชาตั้งแต่ปี พ.ศ. ๒๕๓๕ ต่อมาในพ.ศ. ๒๕๓๗ มหาวิทยาลัยศิลปากรได้ตระหนักถึงความสำคัญ ในการปรับรูปแบบการดำเนินงาน ของศูนย์มานุษยวิทยาสิรินธร เพื่อให้เกิดประสิทธิภาพ ความคล่องตัวในการบริหารงานและความเป็นสากล จึงได้เสนอโครงการให้ศูนย์ฯ ทดลองดำเนินงานในรูปแบบใหม่ไม่ขึ้นกับระบบราชการเป็นระยะเวลา ๕ ปี มีกำหนดตั้งแต่ปีงบประมาณ ๒๕๓๘ - ๒๕๔๒ โดยมีภารกิจหลักเป็นศูนย์ข้อมูลที่ใช้ระบบเทคโนโลยี สารสนเทศที่ทันสมัยในการ จัดเก็บรวบรวมข้อมูล เพื่อเผยแพร่และให้บริการข้อมูลและข้อมูลสนเทศ อันจะเป็นประโยชน์ต่อการศึกษาค้นคว้าของนักวิชาการ นักศึกษา นักเรียน และประชาชนทั่วไป

2011 — Ramsar Convention - 40th Anniversary

ปี ๒๕๕๔ เป็นวาระครบรอบ ๔๐ ปี อนุสัญญาแรมซาร์ (Ramsar Convention) หรือ อนุสัญญาว่าด้วยพื้นที่ชุ่มน้ำที่มีความสำคัญในระดับนานาชาติ


ซึ่งในประเทศไทยมีพื้นที่ชุ่มน้ำที่ได้รับการประกาศตามอนุสัญญาดังกล่าว ถึง ๑๐ แห่ง ครอบคลุมพื้นที่ทุกภาคของประเทศ และหลากหลายสภาพพื้นที่ทั้ง ป่าพรุ หมู่เกาะ ปากแม่น้ำ ชายทะเล และหนองน้ำจืด ซึ่งล้วนแล้วแต่เป็นพื้นที่ที่เป็นแหล่งอาศัยของสัตว์หลากหลายประเภท ทั้งสัตว์เลี้ยงลูกด้วยนม สัตว์เลื้อยคลาน นกน้ำ ปลา ปู หอย กุ้ง และสัตว์ไม่มีกระดูกสันหลังขนาดเล็ก อื่น ๆ

ปัจจุบัน ประเทศไทยมีพื้นที่ชุ่มน้ำที่มีความสำคัญระหว่างประเทศ อยู่ ๑๐ แห่ง ได้แก่

• ป่าพรุควนขี้เสี้ยนและเขตห้ามล่าสัตว์ป่าทะเลน้อย จังหวัดพัทลุง
• เขตห้ามล่าสัตว์ป่าบึงโขงหลง จังหวัดหนองคาย/จังหวัดบึงกาฬ
• ดอนหอยหลอด จังหวัดสมุทรสงคราม
• ปากแม่น้ำกระบี่ จังหวัดกระบี่
• เขตห้ามล่าสัตว์ป่าหนองบงคาย จังหวัดเชียงราย

• เขตรักษาพันธุ์สัตว์ป่าเฉลิมพระเกียรติสมเด็จพระเทพรัตนราชสุดาฯ (พรุโต๊ะแดง) จังหวัดนราธิวาส
• อุทยานแห่งชาติหาดเจ้าไหม – เขตห้ามล่าสัตว์ป่าหมู่เกาะลิบง-ปากน้ำตรัง จังหวัดตรัง
• อุทยานแห่งชาติแหลมสน-ปากแม่น้ำกระบุรี-ปากคลองกะเปอร์ จังหวัดระนอง
• อุทยานแห่งชาติหมู่เกาะอ่างทอง จังหวัดสุราษฎร์ธานี
• อุทยานแห่งชาติอ่าวพังงา จังหวัดพังงา

Global Bird Watchers' Conference 2010 | GBWC 2010 @ Gujarat


The Global Bird Watchers Conference 2010 is being held from 25th to 27th November 2010 at Khijadiya Bird Sanctuary located at the North East coastal region of Jamnagar in the Gulf of Kutch. It is at the watershed of River Ruparel and Kalindri, is a very special and unique ecosystem where fresh water and saline water habitats coexist. More than 300 species of birds recorded in the sanctuary and among them nearly 200 species seen regularly during the year. The legendary Indian Ornithologist Dr. Salim Ali visited the sanctuary in 1984 and he sighted 104 species on a single day. It is a great opportunity to felt the wonderful world of avian friends at the Conference.

Cat Specialist Group


The IUCN/SSC Cat Specialist Group brings together more than 200 of the world’s leading cat experts, including scientists, wildlife managers and conservationists from 50 countries who are dedicated to advancing the understanding and conservation of the world’s 36 wild living cat species. It is one of over 120 similar international specialist groups forming the Species Survival Commission (SSC) of the World Conservation Union (IUCN). The Specialist Groups perform species assessments for the IUCN Red List of Threatened SpeciesTM, and produce species action plans and policy guidelines. These groups also provide information for the World Conservation Monitoring Centre, which is hosted by the United Nations Environment Programme (UNEP) and advise governments that are Party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

The Cat Specialist Group is active in many of its own initiatives as well, focusing on the development of tools for the assessment of the species’ status, for the compilation and distribution of intelligence and for supporting the work of its members. A central concern is to promote the dialogue among scientists and practitioners throughout the world. The Cat Specialist Group believes that cooperation and knowledge sharing are critical for the conservation of the wild cats.

the full moon of the 12th Thai Lunar month. In the western calendar this usually falls in November.
Believers float krathongs during the festival, which is held as a symbolic apology to, Ganga or Phra Mae Khongkha (in Thai), the goddess of the river.
